    Well I was about to try to download the DLC of Project Diva in Project Diva 2nd but when I have to check on it, I don't know which one is the DLC.
    And some have 400 Yen.

    So I need some help on getting the DLC which cannot understand Japanese.
    and aren't all DLCs free?

    If you're looking for Project Diva 2nd's DLC, look for the ones with "+" badge on it.

    Then what did I found in the first pic?
    Is it for PS3 only or an exclusive pack?

    That was for the first PjD game. It contains a set of official Edit data from SEGA and a mini-game.
